Moscow
Civic Association Water Form
The application by Naylor Farms for a new well north of
Moscow has stirred debate about the area's diminishing water
supply. Naylor Farms has been negotiating privately with Moscow
and Pullman officials, asking to pump 2.4 billion gallons a year.
Their application has now been reduced to about six-hundred million
gallons annually. At a Moscow Civic Association forum on March
10, water rights attorney Rachel Osborne of Spokane said there
should be a moratorium on new water rights. Osbourne suggested
citizens get involved in water rights negotiations, and perhaps
get the state involved.
